This usually means that IIS does not have permission to the necessary directories and folders to serve the pages. You have to make sure that IUSR_<username> has read & write permissions on those folders. To verify those, you will need to login to your server and go to Inetpub\vhosts\username > Right-click directory in question > Properties.
